those more knowledgeable can correct me (and please do!), but my understanding is that zu, journey, and strange tales are the original sources and inspirations for xianxia.
journey to the west is the earliest published of the three, ming dynasty, 16th century. strange tales dates to the qing dynasty, c. 1740. mt zu published 1932. they all contain supernatural elements, often fairy tale bits as well. more what we'd call fantasy nowadays.
xianxia is a genre that was created recently, after the wuxia period we grew up with re: JY, LYS, GL, WLS, etc. xianxia just happens to incorporate the same supernatural/fairy tale/fantastic elements that zu, journey, and strange tales used.

I think Zu Mountain can be considered as xianxia. It has all the elements of xianxia. But, it being set in Qing Dynasty kinda take away some of the mythical feel.

I would say yes since there are lots of mythical, Taoist elements in Fengshen Bang.
