Almost wanted to post this under the Chinese history section but this is just historical assumption and there's no real evidence he created the food which would become known as Apam Balik in Malaysia.
This is a picture of him and wikipedia has a section on him.
But anyway, who else likes eating this snack? In Indonesia,it's called Martabak but wikipedia says Martabak has it's own origins.

martabak in Indonesia is so similar to the roubing 肉饼 in northern China. But roubing used pork, while martabak used mutton. This is martabak - or martabak asin (savory martabak) And this is roubing : Apam balik is similar to martabak manis (in Jakarta they called it this way), but in some part of Indonesia , this sweet peanut and chocolate stuffings pancakes is called Terang Bulan. I am not sure if Zuo Zongtang behind this apam balik or martabak. But food assimilation is very common as the Chinese migrants brought this food recipe with them when they migrated to South East Asia or other country. I wonder if anybody ever know the original SATAY is from China - particularly from Minnan Hokkien area. Satay is Minnan language, or in putonghua it is called 沙茶 shacha - which actually means : peanut sauce. In Minnan they make noodle with this thick peanut sauce soup, added with some meatballs, tofu, vegetables, etc. Then the migrants brought this peanut sauce and eat it with meat skewers. Later, people called this meat skewers as SATAY. This is satay-mie or shacha noodle : and this is skewer meat with satay sauce - which later become knows only as satay :

In the Minnan language - of which Fujian language (Fujian is a province in China) has similarities with, 沙 sha - Putonghua 沙 sha - Minnan 茶 cha - Putonghua 茶 teh - Minnan So 沙茶 shacha vocalises as ShaTeh in the Minnan dialect - and from there, Satay.

This is apam balik : Indonesia has a variety of fillings for apam balik. In Malaysia, the filling is principally crushed toasted peanuts and sugar. In the old days - some 50 years ago (yes, I am old), it was a mix of toasted sesame and toasted peanut, plus sugar. The cost cutting measures saw to the elimination of the toasted sesame seeds.

chefying : yes, and in Indonesia, they even create new fillings such as nutella plus cheese, banana toppings, etc. You have to try though I cannot remember exactly which variation of filling I tried, but I think it was Nutella with banana. In case anyone is wondering, banana with chocolate is a great combination. I am sure I ate one with a cheese variation, but I cannot remember precisely what went in there. I only remembered it was delicious and very filling.
