Qin Shihuang still hoped to get support from Confucian scholars.

* Started invasion to barbarian states (Xiongnu and Baiyue).
* Connected the great walls previously built by Yan, Zhao and Qin to be one connected 5000 km of Great Wall
* The old school scholars and Confucian scholars proposed Qin to adopt the old model of feudalism instead of united and centralized government. Qin Shihuang enraged.
